Non-Arctic countries want in on Arctic Council

Can I say “lol” on here without sounding juvenile?  Because that’s my reaction to this article about a number of countries (with absolutely no territorial claim) wanting in on the Arctic bonanza that’s shaping up.  China, Brazil, India, Japan… they have no territory in the Arctic, but they’re demanding “permanent observer” status on the Arctic Council (probably so they can throw some weight around when it start divvying resources and territories out).

I suppose I shouldn’t be surprised.  After all, this can’t be the first time that geopolitical necessities (“Give me more oil!”) have made countries do and say things that just sound silly.
